Expertise

Harry brings a unique set of experiences as an educator, senior probation officer, and psychologist to his role as senior vice president of PDI Ninth House’s Public Sector Services. Since joining the company in 1978, he has designed selection, appraisal, and succession systems for a variety of public and private organizations. In demand as an expert witness, Harry frequently writes and speaks on legal topics, and is a charter member of the Minnesota Employment Law Council.

Results Achieved

  • The promotional process for the New York State Department of Corrections was not functioning successfully; every case resulted in federal litigation. In partnership with New York State Civil Service, Harry designed a promotional process using testing methodology he had pioneered for the State of California. As a result, the process, which involved over 10,000 candidates, was completed successfully without appeal or subsequent litigation.
  • The City of Oakland faced litigation by an unsuccessful Caucasian firefighter applicant who alleged racial discrimination. As an expert witness, Harry guided the city through two federal trials resulting in jury verdicts exonerating the city on all counts.
  • The board of a nonprofit asked Harry to determine constraints to organizational success. He discovered that the organization’s founder, who was functioning as executive director, was no longer effective. Harry worked with all parties to design a process in which the director relinquished the post with dignity and the organization honored her achievements.
